Eldorado Area Water and Sanitation District

NESC PROJECT

During the monthly Board meeting on May 8, 2002, Mr. Richard Rose of the New Mexico Environment Department discussed a progam in which Eldorado might participate, a program funded by federal (EPA) funds and identified as NESC (National Environmental Services Center). The program promotes on-site (individual homeowner property) wastewater treatment. As soon as proposal guidelines are received from the federal level the District will sponsor the preparation of a proposal for participation by residents of the District.

-Proposals must be submitted by about June 30 and winning proposals should be identified in September or October of this year. (added 5/13/02)

-The guidelines have now been received and a small working group will convene on Tuesday, June 4, to plan how the proposal will be developed. As of July 1 the proposal had been completed with the exception of several letters of support which the Disrict has requested from several community leaders. as soon as that part of the proposal has been arranged it will be submitted. Anyone desirous of seeing the proposal may contact Ray Nichols.

The final version of the proposal to NESC was mailed on July 12, 2002.

-On May 5, 2003, the District received notification from NESC that our proposal had been accepted and that we will be funded to the level requested, $25,500. Agreements and contract documents will be forthcoming in a few weeks and the planning process will begin. (added 5/7/03)

In August, 2003, the District received a proposed contract from NESC and subsequently on October 27 the NESC Project Director met with the District to elaborate and clarify certain requirements of the contract. Subsequently the District's Board member assigned to the Project, Ray Nichols, submitted recommended contract changes to NESC, including the establishment of the contract period of performance as 1/1/04 through 12/31/05.

On December 5, 2003, Jack Abernethy and Bob Sweeney volunteered to be part of the Advisory Committee on the NESC Project.
