Notice is hereby given that a petition has been filed by Joseph F. Miller and Alma M. Miller, Petitioners, seeking inclusion of the following real property
within the Eldorado Area Water & Sanitation District (the “District”):

COMMUNITY OUTREACH PROGRAM :

Another suggestion from a District ratepayer:

For around $5.00 I bought a water meter which you stick around a plant/tree in several location to measure whether it is dry, wet, or in between. I was also told to use it again about an hour after watering to ascertain that sufficient water reached the plant/tree. I purchased this at Santa Fe Greenhouse, though I am sure other nurseries carry it as well. For my planters, SF Greenhouse advise to add "crystals" which will absorb water and then slowly release it to the plant. Crystals can be added at the time of planting or to an already planted pot.

IMPORTANT:

We have had complaints from two residents about telephone surveys supposed conducted by EAWSD and OMI .  Apparently, someone calls people and makes it sound like they are conducting a survey at the request of the District and OMI .  The survey questions ask for peoples' opinions about the quality of water, but also ask how many people are living in the household.  THESE CALLS HAVE NOT BEEN REQUESTED BY OMI OR THE WATER DISTRICT.  THE ONLY THING WE KNOW ABOUT THEM IS WHAT WE HAVE HEARD FROM RESIDENTS.

Please help us get the word out about these fake survey calls!  I am copying The New Mexican in hopes that they will print something in the paper to warn people; and copying our attorney, in hopes that we can take legal action against whoever is making the calls.  If you receive a call, please note where the call comes from and call OMI (466-1085) or EAWSD (466-2411) or send us an email.  We are trying to learn everything we can about who is responsible for this. If you were called and have caller ID, please check if you have the phone number of the individual who called you. Eldorado , New Mexico  2006 Water Quality Report for water treated in 2005

Your water meets state and federal regulations for safety Last year we conducted more than 150 tests for over 80 drinking water contaminants. This brochure is a snapshot of the quality of the water that was provided in 2005. Included are details about where your water comes from, what it contains and how it compares to Environmental Protection Agency (EPA) standards. We are committed to providing you with this information because we want you to be informed. For more information about your water call 505.466.1085 to speak with a member of the operations staff.

Special population advisory 
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer
undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly and infants can 
be particularly at risk from infections. These people should seek advice about their drinking water from their health care providers. EPA/Center for Disease Control
guidelines on how to lessen the risk of infections and other microbial contaminants are available from the Safe Drinking Water Hotline 800.426.4791. 
Drinking water sources 
Your water comes from groundwater from the Rio Grande aquifer/basin. A network of production wells pumps water from the ground; then it is either distributed 
directly to the customer or pumped to storage tanks from which the water is sent through the distribution system to you. Source water assessment information
may be obtained from the New Mexico Environment Department at 505.476.8620. 
Public participation opportunities 
All of our customers are invited to visit our office in Eldorado at 1 Caliente Road . Both Utility staff and Utility Board members engage in activities and public meetings
to inform and educate community members about water supply issues. If you are interested in obtaining more information about your water system, you may contact
Utility staff at 505.466.1085. 
Contaminants in water 
>  Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does
not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA's Safe
>  Drinking Water Hotline 800-426-4791. 
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface 
of the land or through the ground, it dissolves naturally occurring minerals, and can pick up substances resulting from the presence of animals or from human activity. 
>  Contaminants that may be present in source water before we treat it include: 
		•  Microbial contaminants , such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. 
		•  Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges,
		   oil and gas production, mining or farming. 
		•  Pesticides & herbicides,  which may come from a variety of sources such as agriculture and residential use. 
		•  Radioactive contaminants,  which are naturally occurring. 
		•  Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and also
		   can come from gas stations, urban stormwater runoff, and septic systems. 
Water quality monitoring 
>  To ensure that tap water is safe to drink, EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. We treat our water
    according to EPA's regulations. Food and Drug Administration regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.

Water quality data 
The table in this report lists all the drinking water contaminants we detected during the 2005 compliance period. The presence of these contaminants in the water does not necessarily
indicate that the water poses a health risk. The data presented in this table are from testing done in 2005 and years prior. The state requires us to monitor for certain contaminants less 
than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. Some of the data, though representative of the water quality,
are more than one year old. 
Terms & Abbreviations 

•  AL : Action Level - the concentration of a contaminant which, when exceeded, triggers treatment or other requirements that a water system must follow.

•  MCLG : Maximum Contaminant Level Goal - the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

•  MCL : Maximum Contaminant Level - the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

•  N/A : Not applicable

•  ND : Not detectable at testing limit

•  NTU : Nephelometric Turbidity Units

•  pCi/l : Picocuries per liter (a measure of radioactivity)

•  ppm : Parts per million or milligrams per liter –

Information about Arsenic 
>  EPA has revised the drinking water standard for arsenic because of special concerns that the current standard may not be stringent enough. For more information on the revised standard, 
    please see the EPA web site at www.epa.gov/ogwdw/ars/arsenic.html . 
>  Arsenic is a naturally-occurring mineral known, in high concentrations, to cause cancer in humans. Some people who drink water containing arsenic in excess of the MCL over many years
    could experience skin damage or problems with the circulatory system and may have an increased risk of getting cancer. 
Education Information 
Arsenic – While your drinking water meets EPA's standard for arsenic, it does contain low levels of arsenic. EPA's standard balances the current understanding of arsenic's possible health effects
against the cost of removing arsenic from drinking water. EPA continues to research the health effects of low levels of arsenic, which is a mineral known to cause cancer in humans at high
concentrations and is linked to other health effects such as skin damage and circulatory problems. 
Why is Nitrate a concern? 
Nitrate in drinking water at levels above 10 ppm is a health risk for infants less than six months old. High nitrate levels in drinking water can cause blue baby syndrome. Nitrate levels may rise quickly
for short periods of time because of rainfall or agricultural activity. If you are caring for an infant you should seek advice from your health care provider. Infants younger than six months who drink water 
containing nitrate in excess of the MCL could become seriously ill and, if untreated, may die. Symptoms include shortness of breath and blue baby syndrome. Our levels of nitrates are below the 
EPA maximum limits.

This month we are starting a new outreach program to provide ratepayers with information on how to save water. We also invite your

One gardening story 
I remember when we first moved to Eldorado.  Our new house was surrounded by dirt and rocks and that was about it. We built walls to enclose a 
garden after our first windy Spring, pretty sure that whatever grew would need to be protected.  Then we went to local garden centers and picked 
up their books on xeriscaping, chose what we thought would be great plants and started putting them in the ground. We installed a drip system. 
The next year, only about half the plants were still alive.  So we went back to the garden centers and asked them what had gone wrong. 
They told us that if we had told them we were planting in Eldorado, they would have recommended different plants. What grows in town does 
not always do well in Eldorado.   With their help, we rethought our planting scheme and tried again. This time we had pretty good success. 
Now that the garden is established, we have something blooming from early Spring through late fall. It starts with the yellow broom, then the
speedwell and dianthus, the penstamon and on to the Russian sage and blue spirea. It is always changing and we look forward to seeing each 
plant come into its own.  The best thing is that we water each zone only once a week for 45 minutes. That is it! The geraniums and other plants 
in pots get watered using the dirty bath water (if you take a shower over 5 minutes long, it may be more water wise to take a bath. You will use
less water and you can reuse the dirty water).  Whenever we use the shower, we put a bucket under the faucet to catch the water until it gets hot. 
This water is used for indoor plants, plants in pots and to keep our recirculating water feature full. 
Gardening in New Mexico  can be an adventure. We have really enjoyed our research. We have found you do not have to use as much water as you think. 
Native plants are tough.

How to save that extra drop of water

Outdoor watering 
Use common sense! Just because watering is permitted between 8 PM – 8 AM doesn't mean you should be watering for 2 –3 hours. 
You do not have to water as frequently as you might think if you have a xeriscape garden. Not all plants need the same amounts. 
On one drip line, you can have several emmitters, each delivering different amounts to specific plants. Check with your garden center or drip supply 
company to see what your plants really need.  One deep watering can be better for your plants than several short waterings. Long periods 
(45 min. – an hour) can encourage a stronger root system.  Invest in a simple drip line. It is much more efficient than using a hose. Buy a simple timer
and water at night. It is better for the plants. Mulch, mulch, mulch. Mulch slows evaporation and discourages weeds. Make sure your drip emmitters are UNDER the mulch. 
Indoor use 
•  Take shorter showers. Long showers can use 5 – 10 extra gallons per minute! 
•  Take baths – A bath in a partially filled tub uses less water than all but the shortest showers. Then you can use the dirty water on plants! 
•  Turn off the water after you wet your toothbrush. Just wet your brush and fill a glass for rinsing. 
•  Rinse your razor in the sink. Fill the sink bottom with a few inches of warm water. This rinses your blade as well as running water. 
•  Use your dishwasher and washing machines only when you have full loads. 
•  Don't let the faucet run while you clean vegetables. Just rinse them in a pan of clean water. Take the water outside for watering pots or use for indoor plants. 

 

A NOTE FROM THE EAWSD BOARD:
The recent water main break demanded the best from all of us. The Eldorado Water and Sanitation District would like to thank our ratepayers for their patience, understanding 
and cooperation during that difficult time.  
   
Many questions have been asked as to why we could not isolate the leak sooner and why didn't we just turn off the water at the tanks.  When we took over management of the system, 
we found the engineering and infrastructure records to be incomplete.  Some water mains have no construction   records at all. We discovered on others that many water main gate 
valves were not where they were shown on plans . In some cases the system was simply not designed so that areas could be isolated quickly in case of a water main break.  
The operations crew worked without stopping for over 6 hours to find the valves that eventually isolated the water main break.  Most of  this work was done in the dark and lasted until  
well after midnight . 
The effort was made to isolate the area around the leak and yet provide water to as many others as possible.  If the water had totally been turned off at the tanks, it is likely that there 
would have been negative pressure in the system, increasing the possibility of outside contamination. We were  able to limit this eventuality. Therefore, we do not believe the safety 
of the water was ever actually compromised.  We were required by governmental authorities to get the water tested before the No Boil order  was lifted   We agree with this policy as
it is absolutely vital to make sure all customers have safe and clean water.   
   
The District  has two  projects budgeted for this fiscal year which address most of the above issues, as well as provide for the first ever system-wide engineering study. 
Furthermore, the operations staff provides information to help us bring the records up to date and accomplishes routine maintenance on the vlaves to assure they will
 work when needed.  
   
Stage 2 is in effect again, outdoor watering is permitted for odd number houses on Wednesday and on Saturday for those with even numbers. These days are spaced so that after the demands 
of a heavy watering day, the tanks will have the chance to refill.  The small fire across from the first entrance on Wednesday, June 7 (handled so professionally by our Fire and Rescue and neighboring 
departments), reminds us all of how vulnerable we are to wildfires.  Our vegetation is tinder dry and fire danger is extreme.  It is essential to keep our tanks as full as possible.  Please do everything
you can to water on the days assigned.  Just because you can water between 8 PM  and  8 AM , does not mean, as some have suggested, that you can water all you want during those hours.  
   
Most everyone is really cooperating and making sacrifices to help.  Some of you are not.    If you came here from somewhere else, as most of us did, you may still be learning a new way of outdoor
gardening. The Master Gardeners thru the County Extension  Service, and your local garden center can help you plan water wise maintenance.  Many people over water their xeriscape vegetation. 
Please get advice on the best watering methods.   You probably need lots less water than you think.  
   
The average water use in Eldorado is 70 gallons per person per day. That averages 4,200 gallons for a household of 2 per month. If you are using over  8,000 gallons per month, please  rethink your water use.  
Start with outdoor use and then look at your indoor use. Water is always a precious resource in Eldorado. It is even more so now.

Well 9 ran out of water (as explained in the Santa Fe New Mexican Eldorado edition, 3 May 06).  The Board knew it would run out of water, and this is a
